India’s colonial history, however, does not explain everything. In the years after independence, the country’s rulers themselves crafted policies that reflected a profound ambivalence about whether the new nation was to be a society of individuals or one of corporate groups. In its elimination of separate electorates, the Indian constitution sought to obliterate colonial categories, especially those based on religion such as ‘Muslim’, in favour of the liberal vision of free individuals interacting with each other and with the state.
